    Часть текста: For it is to be remarked, that although many of the rich landholders in Russia passionately desire the maintenance of serfdom, no one is found to justify the institution ‒ no one to undertake its defence: not even the government. It is nevertheless a question of capital importance. Indeed, the whole Russian Question, for the present at least, may be said to be included in that of serfdom. Russia cannot make a step in advance until she has abolished slavery. The serfdom of the Russian peasant is the servitude of the Russian empire. The political and social existence of Western Europe formerly was concentrated in châteaux and in cities. It was essentially an aristocratic, or municipal existence. The peasant remained outside of the movement. The revolution took little thought of him. The sale of national property had no effect upon his condition, except to create a limited provincial bourgeoisie. The serf knew well enough that the land did not belong to him: he only looked for a personal and negative emancipation: an emancipation of the labourer. In Russia the reverse is the case. He says,—«The two main grievances, of which the students, had to complain at the outset were the abolition of their uniforms, and the imposition of certain tuition fees». The first assertion proves that Mr. Williams did not attentively read your correspondence; the second, that he does not understand the state of things in Russia, in spite of his having travelled in that country. The uniforms were worn by order of the government, and. during the reign of Nicholas the rules regarding them were so stringent that the uniform was for the students rather a subject of hatred than of love. Certainly, they did not much trouble themselves about the abolition of it, though they knew that in the present time it was abolished in order to excuse any aggression of the police against the students, who had the right to claim the protection of the authorities of the University. The tuition fees, however small they may seem to Mr. Williams, are too heavy for poor men in Russia; and, as the instruction in our country was a gratuitous one ever since the establishment of colleges — as the government maintains them with the State's revenues — it had no right at all to withdraw the sums destined for that purpose, and to employ them for other wants. But still the students kept the peace, and formed, in silence, a fund with voluntary contributions to help those who were not rich enough to pay the fees. Now, this fund has been seized by the government, and the new rules submitted the students to a constant system of espionage and police persecution. If admiral Putiatin did not consent to the new regulations, written, as Mr. Williams says, before he entered the Ministry, how could he honourably accept this office? And, having accepted it, how could he invite the professors to assume the abject character of a sort of detective police over the students?...

M.» does, a Russian martyr — Bakunin; and he must be but scantily read in modern history who does not know that Bakunin was condemned to death in Saxony and in Austria for the revolution of Dresden and for his participation in the affairs of Prague. If he were serving to-day as a soldier in the Caucasus, that condition would be the continuation of his sufferings; but we consider ourselves better informed than «F. M.», in representing that he languishes in the dungeons of St. -Petersburg. In 1847, Mr. Bakunin was expelled from France by M. Guizot for having, on the anniversary of the Polish revolution, called Nicholas «the assassin and the executioner of Poland». «F. M.» ought to know that Russian agents are not authorised to employ such expressions, and he had only to refer to the reports of the sittings of the French Chamber of Deputies to bend himself before Bakunin, if political courage can inspire him with respect. The calumny which «F. M.» has raised is by no means new. Ever since there have been revolutionary Russians, there have been people calling them Russian agents, with a view to ruin them in public opinion. This calumny has already made its appearance in a German gazette, which did not hesitate to call Madame George Sand to attest...

Sir, — You have inserted in your paper of the 5-th of March an article stating that Bakunin is an agent of the Russian government. Unhappily, we only read it on the 11-th instant. We, being the friends of Bakunin from our youth, and the editors of the Russian journal alluded to in your article, we solemnly protest against this calumny, warmed up from former times, and protected by anonymity. The assertion concerning Bakunin is as false and absurd as that relating to our journal. Our journal is no secret, anybody can easily ascertain its tendencies. Relying upon your feeling of right and justice, we beg you to insert this note in your journal. We remain etc. Alexander Herzen, Nicholas Ogareff, Editors of the Kolokol.
